These have search engines to help find books on-line. A number of others will search off-line.

Project Gutenberg has about 25,000 volumes available, mostly older.
Manybooks.net does a bit better job of organizing listings & offering multiple formats.
Feedbooks.com. offers most books in multiple formats
Use Google Book Search advanced option, and indicate "Full text" search option; this returns listings with the full text available online. The Internet Archive is also a generally good source. A number of government-related and NGO research centers also offer free downloadable versions of books and reports.
