Comments on comments?

So, where should comments be allowed and by whom? Drupal is pretty flexible and can allow or disallow comments on most content types (blog entries, here in forums, on events, on people) We also have multiple classes of users: faculty and staff of the college, students at the university, anonymous users, friends of the college, other faculty and staff.
We made an ad hoc decision this morning that comments on events didn't make much sense and we turned them off. That could change if there's a reason to do so.
So what do you think?
